refusal based on student genuineness

hi, the application has been refused based on not being a genuine student as I have considered sponsors (universities) within a close geographical proximity of my cousins home. it is actually that I decided to stay at my cousins home AFTER receiving my offer from my university as we came to realisation it is close to the uni.

currently completing a admin review, can we submit a cover letter?
does it need to be hand written?
does the admin review need to be detailed or can it be basic and the cover letter be explanatory?

the refusal said I only considered universities close to my cousins home and originally the closest. that is incorrect as my professor advised me of a university close to him and I applied to that. I am providing a letter from my professor to confirm he recommended this. I also proved that I completed extensive research as I looked into the modules.

The interviewing officer asked where I will be living during my period of study to which I replied ‘at the moment I will be living with my cousin, but I have researched the accommodations the university offers’. I also mentioned the names of the uni accom
It was actually after I had received my conditional offer to study He offered to accommodate for me. I would appreciate if I could initially stay at his place while I visit accommodation options closer to the university, as obviously I would like to visit the accommodation. it would only be for a short period that I would stay with him and travel to university. it would also be more cost-efficient for me to spend on public transport rather than housing bills.
