health surcharge refund...

hi
my friend had a three year visa and paid 3 years health surcharge.
now switching to another employer and will need to pay the health surcharge again...would my friend be able to claim the previous surcharge paid which otherwise would be overlapping with the new fee paid...

how long does it take to receive the refund..

Key in the old IHS reference number and see the amount it shows for new application.
