No. It effects EU citizens and their family on the EEA/EU route.

I was wondering this too as I am about to switch jobs and will need to reapply for a new Tier 2 visa.

My worry is that EU migrants will start applying through the Tier 2 scheme when freedom of movement ends on 31 October. It is my understanding that an increase in the number of applicants could drive up the salary threshold. Does anyone know if there is any risk here? Should I wait to change jobs til December when the dust has settled?
