Tier 2 Dependent Visa Application

Hi, I have applied for Tier 2 General Visa and awaiting decision. In the meanwhile I applied online for my wife as well who will be travelling with me if I get the visa. However, when I completed the application, the documents checklist at the end requires the following:

"Evidence of xxxxxxxx permission to enter or stay in the UK. For example, a copy of the page of xxxxxxx passport showing their visa if issued or permission to stay if already in the UK."

Can anyone elaborate what is specifically meant by it? Do I need to wait till I get my visa and then apply for my wife?
