I was googling for HSMP info and found the following link that has the instructions for caseworkers when processing HSMP applications:

This document is very useful when formulating your application, and if applying for a review of your case in the instance of refusal; you may be able to show the caseworker didn't stick to the process. Personally I find it very interesting and useful, and better than just having the guidance notes, because you can look at your application from the caseworker's perspective.

According to this guide, Nigeria is now on the same salary band as india ( we used to be one below, band E, not D) If this is followed, then I should NOT even qualify for HSMP. Has the pay structure been changed already?

Check the date, its pre 2003 update. I think the URL is outdated.

As I said, those documents can be reached by following links from the IND home page. For that reason I would have expected them to be current. It's very concerning if they're not. I still think they are useful in preparing applications.
