CO assignment for applicatin before Sept 2007 very slow

Dear members,

Does any one any idea why the co assigment is moving very slow ?
I checked the progress every tuesday to automated email (aspc.processing@immi.gov.au ) and it shows the co assigment is very slow, even some times never move at all for 2 weeks time.
Below is today update (still 11 June 2007 ) same as 2 weeks ago.

Offshore Skilled visas (permanent and provisional)

Skilled Migration visas - All paper based applications for Class BN, BQ,
BR, UX and UZ visas
Subclasses 134, 136, 137, 138, 139, 495 and 496: 11 June 2007


However, the akcnowlegment of the new application is moving very fast (always till date). See below:
As of 29 July 2008 the ASPC Administration Section is processing
applications as follows:

Onshore Applications: receipting and acknowledging paper based applications
received on 28 July 2008.

Offshore Applications: receipting and acknowledging applications received
on 28 July 2008.

i only got my CO after about a year... and yes, it slow
