Tier 1 Entrepreneur ILR- Job Creation

Dear Moderators;

This query is about my friends situation.

He got Tier 1 initial grant in 2013

Visa extended tier 1 entrepreneur in 2017 February.

Since November 2018 he maintained 1 full time employee working 30 pw and 2 part time employees working 24 hours per week each.

Please give your opinion that whether his job creation requirement has been met or not or it must be 2 full time posts
