Reconsideration in Pre Action Protocol

Hi Everyone
I applied in Sep intake 2019 in the Huddersfield University for MA Education but got refusal as the ECO thinks I am not a genuine student. I applied again for administrative Review and got refusal again. Now solicitor thinks it is a strong case and we should apply for Pre- Action Protocol. I received email from home Office that they will reconsider my case and will let me know the decision within 3 months.
Anyone please share the experience if some one know what does it mean for reconsideration.
