Exemption from Maintenance Funds

I heard that Tier 1(General) Applicant can claim for exemption from the 2800 GBP Maintenance Funds requirement IF the Applicant has a Sponsor from the UK to take care of the Applicant's stay and living until the Applicant finds a Job.

Is that true?

If yes, what should be the status of the Sponsor in the UK?

No that is not true. There is no exemption from Maintenance funds requirement.
