can my brother apply for eea fp ?

I am non eu being married to eu, my parents will also apply for eea fp and residence card , can my brother who is dependent on them will be able to apply for eea fp and residence card ? He cant basically stay alone as he is on some medication ?

Under EEA routes, there isn't a case of "dependent of dependent". Everybody has to be dependent of the EEA national.

Your parents can still qualify as EEA FM but not your brother. The brother of the EEA national may qualify under EEA EFM but not the brother of the spouse.
