English language requirement - illiterate

My mum is 62 years old. She is currently on indefinite leave to remain in UK.
Her 10 years of good character will be completed in December so she will apply for British Citizenship. The question is, What options does she have regarding English language requirement? She is illiterate. She is 62.
Any alternative? Exemption?

From age 65 there is no requirement for the tests. Perhaps wait til then? Exemptions are on limited grounds.

Guidance - Page 19:
"You will not be exempted on grounds of illiteracy.
Long residence is not a reason for exemption either. The requirement to
demonstrate knowledge of language and of life in the UK is specified in law and
these are not grounds for exemption."
