Tier 4 dependent to tier 2 within U.K

Hello,
Is it possible to switch from tier 4 dependent visa to tier 2 visa within U.K?

Cancellation of unrestricted cos for tier 4 dependent

The employer assigned unrestricted cos for tier 4 dependent to tier 2 , I read that tier 4 dependents need restricted cos and the visa will be refused if applied through unrestricted cos. Is this correct?
If it is and the employer withdraw or cancel cos will they get a refund for it? I have notified my employer about it and have requested them to issue restricted cos.

Looking for answers.
