Online portal for documents upload and post office biometrics

Hello everyone.
I am in the process of changing employers under Tier 2.
I just called up coronavirus immigration helpline and they said the following points:
1. There is a new online portal to upload documents after online application of tier 2 visa
2. After that one can get biometrics done in selected post offices.

Has anyone experienced this?
I am wondering if this info is correct which I received from coronavirus helpline phone number.

You apply online. You must upload all your supporting documents and then wait to schedule an appointment when the centres reopen, as things stand at present.

You cannot enroll biometrics at a post office if you do NOT have the specific letter (issued to limited postal route applications and not tier 2) from HO instructing you to enrol biometrics. The letter contains a barcode specific to the applicant.
