There are already ways by which a BNO may apply to become British Citizen. Eg. under section 4B of British Nationality Act 1981 or under British Nationality (Hong Kong) Act 1997. There is not much detail in latest announcement as to whether it might become easier for BNOs to do so as a result of the latest development.
I don't think that there will be any change to nationality law.
What I suspect will happen is that BNOs will get a specific category of immigration visa that they can apply for in their own right, on the lines of the Ancestry Visa, which they can use to move to the UK, live here for at least five to six years and apply for citizenship in the usual way.
