Can I use IELTS taken in 2008 as proof?

Can I use IELTS taken in 2008 as proof?

I took an IELTS in August 2008. I got overall 6.5.

Can I use this report as proof of English?
Is there any requirements for each section (reading, speaking, writing, listening)?

You can give IELTS given in 2008. There is no section wise criteria, just an overall band 6 I think.

I found out that IELTS is valid for 2 years.

You should have minimum 6.5, GT or Academic. I haven't seen in anywhere for each section the minimum should be this kind of statement...
