How old are you? How long have you resided in Italy?

What's your immigration status in Italy now?

Are you financially dependent on your brother? Moving to France will be difficult as an extended family member.

If you have resided in Italy for at least ten years, better apply for naturalization, as an Italian national you can then move to France freely.

Alternatively, you may be able to apply for the EC residence permit, which would make it easier for you to move within the EU, but you'd still need a job in France when moving.
I am not a regulated immigration advisor. I am offering an opinion and not advice.
