Cos additional allocation and tier 2

Hi,

Can you let me know under the Covid-19 latest tier2 policy. Can I start working while Tier 2 visa application is submitted while additional COS allocation application processing simultaneously?
My new company is running out of in-year CoS allocations. Therefore, they are unable to allocate me CoS. But they want to leverage the HO new policy to submit tier 2 visa application while processing additional COS allocations application at the same time. And get me onboard to work.
