IHS fees refund - CoS withdrawn & new issued

In Jan 2020, I paid (Tier-2 PBS) visa fees + IHS charges for myself and two family members. I got EC with 1-month visa expired in march 2020. Due to personal reasons, we could not traveled. My sponsor withdrew CoS and has now issued a new CoS. I have re-applied for EC after re-paying visa fees + IHS charges.

Will I get IHS refund even if my CoS numbers are different while applying for visa twice? (Sponsor is same) Thanks for your guidance.
