BC - live in USA - verify that I can use non UK referees?

I should qualify for UK citizenship because my mother was a citizen (born), and I was born prior to 1983. I was born and live in the USA and do not have a non-relative UK citizen passport holder to use as a referee. shows that i can use non-british referees since I do not live in the UK. Is this true? I want to confirm this before I submit my application.

If it says so in the Home Office UKVI guidance to case workers it must be true.
