Is this for Ireland or the UK under the EEA rules??

Appears it relates to Ireland and not the UK! There is a separate Ireland sub forum for questions.

Old department numbers are used as a cross reference for older cases.
These numbers will gradually cease to be used after the changes to new reference numbering system.
New applications only include Person ID and application number.

You do not need to put in the old department reference number(because you do not have one) if you have a person ID and application number.
Stay strong & never Give up!
