Tier 2 ICT to General - Higher earner - cool off

Hello friends,

Can you please help me to clarify a doubt related to Tier 2 Vida?

I am in the UK under Tier 2 ICT but my job will be made redundant and I will leave back to my home country.
However I was offered a job in another company and they will pay me more than 159,600.

1) can I switch visas - Tier 2 ICT to Tier 2 General in country?
2) if not, can I apply to Tier 2 General outside the UK as I read that higher earners are not subject to cool off period?
