Tier 2 ILR eligibility

Hi,
For someone who is on tier 2 general visa with visa effective date on 2/11/2015 and entered on 11/11/2015 when is that person Eligible for ILR ?
Is it 28 days before 2/11/2020 or 11/11/2020 ?

Visa state/issue date, as is posted almost daily in the forum!
