EU Treaty Rights Dependency Visa Process Delay

Hi,
My Eu Treaty rights dependency was applied during May-2017 and within 4 weeks they responded they received the application and since then I have been waiting on the response, Has anyone else faced the same issues?
Any suggestions what should I do further? worried to much as its been 3 years and 7 months gone already my life is ruined waiting on the decision.

Eu Treaty Rights Dependency on my sister in law's basis.
She is from an EU country, living and working in Ireland from last 15 years.
I am her dependent from last 10 years so she called me on visit visa and then we applied for my dependency in 2017 using her Eu treaty right to keep a dependent with her.

What does this mean? You came on a visit visa and applied for residency while in State?
No way are you waiting that long, you must have been refused long ago. You have no hope of approval.
