Spouse visa Extension (Accommodation)

Hi everyone,
It's time for my cousin's first extension application after initial 2.5-yeas entry visa.
They legally live with sponsor's parents at a council property. The tenancy agreement and council tax is on sponsor's parents name.
Sponsor pays all of the utility bills and has letters from those companies.
The tenancy agreement doesn't have the applicant's or the sponsor's name on it but the online account has their names on it as the council is aware of everyone living there.
We are looking for a letter from council to confirm that the sponsor and the applicant live at the address legally and a new copy of tenancy agreement as the old copy is 15-years old.
The problem is that due to covid-19, no one is taking any action from council. We have contacted them several times, emailed them and spoken with few people on the phone. They always say you'll receive it in few days. It's been 4 months now and we still don't have any official document.
We need to apply next month. Could you please advise on this matter.
All other requirements are met.

By merely paying the utility bills, one can't just bypass the landlord's permission which is imperative to take for meeting the accomodation requirement. You will certainly need the permission from the housing council.

They do have the permission to live there legally. Like I mentioned, the online account has their details listed. The problem is that there is no recent official document from the council.
They keep saying they'll send the required documents but until now they haven't.
We can print online copy but that we're worried will not be sufficient.

Yes indeed. If you have relative/friends who has sufficient accomodation then may move there for meeting the requirements (if possible).
