Query On Country to Continue Processing Application

09/2003 - 06/2005 - Arrived UK as a student to do my Masters.
Continued and worked on a 2 yrs working holiday visa (WHV).
26/05/06 - In this time applied to Canadian Embassy in London UK 26/05/06 for permernent residence in Canada, Federal Skilled Worker
with 76 Points (my calculated points), Skill Level C

Submitted the forms. Got a reply saying we should not expect to hear from them for 42 months (ie 3.5 yrs)

21/11/07 - Left UK to return to home country.
18/08/08 - Recieved a letter at my relatives UK address to send updated docs or update status by 15/11/08
15/11/08 - Deadline to submit updated documents.

Questions
Q1. Is it possible to continue processing my application through the Canadian UK office ?
OR do I have to transfer my file/application to my home country ?
OR can it be done at ANY Canadian Consular Office. Eg If I have Visit visa to a country with Canadian office
can I do it there or must I be resident in that country?

Q2. Must this transfer be done before the 90 deadline ie 15/11/08?

Q3. Any ideans on the space of time required for the application to be processed from now on?

Q4. On Police reports
Need a Police certificate for the purpose of continuing the application of immigrating to Canada
Had submitted a Police report with my initial application 26/05/2006
Now need a report from 26/05/06 - 21/11/07 when I left the UK.

Can I or my relative apply for this certificate even though I am not in the UK anymore?
If yes can someone post a link as to the correct police forms to be filled to get the police report.
Do I need fingerprinting.

Just to leave a feedback on how I am getting on

Scanned documents via email and sent to UK Police was able to get my UK Police report from the time of submitting the application from till the time I left the UK.

Submitted 15/11/08
Received a reply 30/12/08 requesting for the following

1) Medical Exam
2) Right of Permanent Resident Fee (RPRF)
3) Police Report from IRELAND

I am required to submit these details within 90 days.
The medical was done in the UK 05/01/09.
