EU Settlement Scheme Eligibility

Hi there,

so the scenario is:

My sister in law is Swedish National and has recently been granted her Pre settled status under the EU settlement Scheme. She is now going to apply for her spouse who is a Pakistani national. Is the mother of the spouse or in other words main applicant's mother in law is eligible to apply under this scheme as dependant's parent?
