Visa requirements traveling post Brexit - Non EU national (British Spouse)

Does anyone know if a non EU national married to a British Citizen currently living in the ROI on an EUTR stamp 4 will require a VISA to visit Europe or the UK after the transition period ends?

Id say so.

As I mentioned in my recent thread, especially in the new year I think Schengen Visa would likely be the way forward as non-eu residents in Ireland who are spouse or dependents of Britain Citizens will be treated as any other non-eu citizens outside the EU.
