Moved from Dublin to London need to bring spouse

This question is for my relative.

He was employed full time in Dublin since last year and his job is ending on 31st Dec 2020.

He is planning to move back to London. He wants to sponsor his spouse from pakistan.

Please advised the best route. He does not have confirmed job in the UK atm. Even if he gets one in January 2021 will he be asked to wait six months before applying for spouse visa? Or can he used his Republic of Ireland wages slips to prove he meets £18,600

Also, will he be treated under EU Bcz he is returning from EU under Surinder singh route.

Then the EU surinder Singh route doesn't apply and they can only apply using the UK spouse immigration route, ie the more difficult spouse visa
