Tier 2 gen awaiting HO approval

Hi
I applied for Tier 2 Gen change of employment on 4th Nov and biometric on 20th Nov.
Not yet heard from HO on the application.
Just wanted to check, my joining date on COS is 1st Jan 2021,Can I still join or I can join only after HO approval?

I think approval will take at least 2 months from Biometrics in current circumstances.

Please suggest.
