SET (M) English Requirement

I am applying ( Jan21) for my wife ILR who has been here on 5 years in spouse visa of settled person.

I have a question on set (M) online form where it is asking below question

"Did you meet the knowledge of English requirement as part of an indefinite leave application made on or after 28 October 2013?"
YES or NO?

what is this question mean, and what would be the ans?

I am confused because she has not applied ILR so far and is proving her English qualification using Engineering Degree and NARIC letter. I guess ans of this should be NO but then why this question? if some one made ILR application already why he or she will do again!

It's an error on the form: indefinite-leave-to-remain/ilr-english- ... l#p1854796

ALL the ILR applicants regardless of their route need to prove their English at B1 level
