Earliest ILR SET(O) date from T2G

Hi all,
I wonder if you can help me out please.

I’m looking at the newly published ILR guidance to try and establish the earliest date I can apply for ILR after tier 2 general visa using the 5 years minus 28 date rule.

Date of entry is 28.02.2016
Date of BRP issue is 29.01.2016
Cos status date is 05.01.2016
Entry clearance visa in passport starts from 01.02.2016

What date minus 28 days should be used to calculate the earliest application submission date?

Use 28/2 in this case to be safe.

SET(O) consent to verify third party information

Hi,
I wonder if anyone came across the experience of consent of third party information in my context below.

I am applying for ILR from Tier 2 visa. I rent a place with someone else.
Although it seems they don’t need confirmation of my tenancy agreement attached, I do mention my address in the form and attach police registration form.

Might be a silly question- but better save than sorry -
I wonder if it still means I have to ask for consent from my flatmate?
