Application submission / bio date vs up to date evidence ?

Does the evidence have to be relevant to the application submission date or biometrics date ?
For example application submitted in December 2020 but biometrics done in February 2021.

Should all pieces of evidence also cover January & February (for example bank statements) ?
What If my UK address has changed in the meantime ?
If I was on initial period of residence in Dec can I skip qualified person evidence relevant in Feb or not ?
