BRP necessary for BC application

Hello I am looking for some advice over my wife's application for British Citizenship- I'm not clear on this

She received ILR status via the SET-M route in February but she has still not received the BRP, presumably Covid/DVLA production delays

According to the official government website she can apply for citizenship, (I am a British national), if she has ONE of the following:-

Indefinite leave to remain
settled status under EU scheme
Permanent residency document, (I assume this would be a BRP)

While we continue to wait for the BRP, can she apply with her ILR status as approved from UKVI? Or do we need to have the BRO in hand?

All other requirements are met
