Work permit & part time work

Hi,
I am looking for information for a friend of mine who is on work permit since Jan 2007. His work permit is issued until 2011. He is currently employed full time by his employer for 35 hours a week.

He requires information on whether he can do any part time work whilst living here as a work permit holder. He mentions that it is alright to work upto 20 hours a week part time for another employer on the same job designation provided it is not employment through any agency.

Is this correct? Can anyone please clarify this?
