ILR refusal application

My ILR application is refused today coz they said i had a tier4 visa refusal on 2nd March 2015 and I applied again on 31st of March they said I applied out of time which was after 14 days that’s why they refused but Long as I know after refusal I got 28 days to reapply plus 2 days they cover for postage but they said I applied after 14 days that’s why 3c leave broken. I’m confused is it 14 or 28 days overstay covers? Also it was before 24th November 2016 so should be within 28 days! Can somebody give me any suggestions please?
