lost passport and work permit.

my brother has lost (misplaced) his work permit and his pakistani passport with entry clearance.

what should he do?

he is on a 5 year work permit from pakistan. he has been here for 3 years.

He can get a replacement passport from the paskistani embassy and then ask for a Transfer of Conditions (form NTLTOC?)
