Coucnil not received the certificate yet

Hi, I applied for naturalisation earlier this year in March and received a decision letter last month after contacting the local MP.

Since then, I have been contacting my local council, and they are saying that they haven't received my certificate yet. the decision letter dated 08th of July, it's been nearly a month. is it normal in many cases or do I need to contact UKVI regarding this?
