b)Or should I consider the date I submit my application, e.g. I would be submitting the application on 12th November 2008, should I consider 12th November 2008 Oanda exchange rate.

I applied on 24th Oct at VFS Bangalore. It will be good if you attach your self assessment printout alongwith your application. And it will be good if you use the conversion rate same as what the self assessment tool has used. They use the current rates from oanda.com.
OANDA website is not showing the correct rate of exchange. They convert GBP into US Dollar, which is then converted into INR. There should be a direct conversion of GBP into INR. You should use the closing spot exchange rate on the OANDA website on the last day of the period for which you have claimed earnings in that currency
so you should use 31Oct08 rate

I have a question for you. Are you a Korean national or working there on some sort of work permit.

Im not sure if I misunderstood your point. However, I've seen the UK to INR converstion rate here.
