Partner visa - no priority service?

I was relying on there being a priority service available for the partner visa, but only the standard service is showing (application from India). I'm not sure if holding off on selecting it is a good idea or not, in the hopes of priority option opening up? Does anyone have any insight on this?

I've paid the health surcharge already, so I'm not sure if there's now a time limit to pay the full application fee either...
