Certificate of Entitlement to the Right of Abode

Hi all
I had made an application for certificate of entitlement to right of abode in UK from India on 17th nov.last day i had received a mail from VFS that my processed visa application is dispatched by courier.But the pacakage included my passport without visa stamp or a refusal reason letter.
Even a seal from the embassy is not there.I dont why this happened they haven't sent a single mail regarding my application.
Can anybody help me regarding this

This is quiet strange, normally if application is refused they only sent passports and then separate emails with refusal letter.
