IHS refund for unsubmitted application

Hello,

Does anyone know how to cancel an unsubmitted application form for which the IHS fee has been paid and how to claim the refund.

My husband and I were filling out the application form, paid the IHS fee, but then we changed our mind and decided not to apply for the visa. So we never submitted the application.

I would greatly any input and guidance I can get here.
