can I delay my UK entry after receiving UK visa

Hi,
As per rule, one can apply maximum 90 days post dated visa. I am planning to apply for Tier 1 on 1st week of December-2008. Hence as per rule, I am allow for apply a visa with validity start date is last week of February-2009. Due to some personal reason & current job market in UK, I am note sure at this moment that I could go to UK on February-2009. I may be delay – probably after March or April -2009.

Could you please tell me, will it be a problem if I will go to UK after March or April with a visa having validity start date February -2009 ?

If I am allowed, do I need to approach UK visa office once again for late entry permission?

Refused HSMP-No right of appeal

I have been refused the PBS HSMP recently.It was an in country application.I didn't get any right of appeal bcos according to the HO,my leave had already expired when I sent in that particular application.Is there any way of requesting an appeal or should i reapply again from my home country?

better re apply from home country and dont delay, will help in ur PR or ur PR clock may start again.
