EU Pre Settled Status for mother in law and niece

Hello all,

I apologise if for any reason this is not the right section for my query but I really wish to have a better understanding of what am asking.

So I am an EEA national and I have obtained settled status in UK.

I would like to sponsor my mother inlaw but am not sure if she qualifys for the EU SETTLEMENT SCHEME FAMILY PERMIT, I'd like to add that she does not depend on me financially.

I also have my niece who depends on me financially since 2020 and wish to ask if I can sponsor her on the eu settlement scheme family permit as part of my extended family member.
