Need Urgent Help!A mother wants to be reunited with the daughter

A very distract mother has been in touch with from Pakistan. Who has one disable daughter who is now 21. The daughter was brought to the UK seven years ago with her father, who is British. 5 years ago, the father-in-law rang the mother and told her that her husband died but she has never seen any evidence. The daughter is unable to communicate with the mother due to her disability. All the mother knows is that she is with the carer and have her contact number. The mother wants to be reunited with the daughter how can this be done?

Any advice would be appreciated.
