Mn1 application

Dear respected team
I am applying for my UK born daughter to register as British citizen under 18 using mn1 form after I was granted ilr, she travled once outside the country this is why she has a brp, however it is about to expire so my question is, if my daughter's bro expires while the mn1 application is still pending, will that affect her outcome in anyway?
My second question, if the British referee agreed to write a reference but refused to hand over passport number, is there a way around it?

Child is entitled to register. Her citizenship application should be unaffected. However, there may be some consequences, if overstaying while waiting.

I think a passport number may make it easier for the Home Office to confirm a referee’s identity. Why is s/he refusing to disclose it? If s/he discloses it to the Home Office directly when they ask, then it may be okay.
