Stamp1 Non EU citizen would like to reunite with children

Hi All

My friend and his wife had no paperwork previously in ireland.
After spent few thousand euro with solicitor now husband got stamp1 and wife got stamp3 and they have 2 children born in Ireland.
They have also two children outside Europe (second child was born in Ireland and sent back home when he was 2) and would like to bring to ireland join with a family.
Is it possible to invite family member on stamp1?
Two children previously refused visa based on tourist visa.

How did they get stamp 1? It's usually given through a work permit.

As far as I know if a person can proof that they can support themself and their family, I would not think there is an issue to bring.

The last point of the letter has spelled it out. It is quite clear that the applicant does not have any entitlement for reunification. Family reunifications are allowed for employment permit holders only. Any other person who obtained Stamp 1 in a different way is not included.

what is the way to reunite 2other children with family in Ireland ?any suggestions
father is earning nearly 1000grand a week, what about if he asks work permit from his current employer?
