RTB Letter

HI Guys,
Immigration asked one of the guys that I know for a long time to submit an RTB Letter but his landlord said he hasn't got the tenancy registered (which is an offense and fines can get imposed). So what should he do in this case? The landlord said he doesn't even know what an RTB letter is and will have a look into this. This is a technical one and I haven't seen such a situation before - any suggestions? Thanks,

AFAIK they can be retroactively registered if they pay the fine. It's a cheap fine honestly. Hopefully they set things right, pay and get a letter.
