For EU3, the European Union’s official explanation is that the applicant should apply for EU3 ‘towards the end of their 5th year’. INIS’s own position is that you should apply for EU3 6 months before your current EU1 permission expires. It doesn’t really say if temporary permissions count or not.
Obviously this hasn’t taken into account of various delays in the last two years due to COVID. If it takes a person significantly more time to get EU1, I would expect that any time spent while waiting for the decision should also be counted.
For citizenship applications, every single day that you live in Ireland with a valid reckonable permission counts.
