Child born abroad - citizenship application

Hi,
My brother is now eligible to apply for citizenship (5 years + 12 months ILR), his daughter (under 10 years old) was born outside the UK (she moved to the Uk at the same time as him). Her mum has ILR.
I read all available guidance and as usual, things are a bit confusing and not clear. Can he adds her to the naturalisation application as dependent? Or we must apply for her separately at the same time? The guidance states that "you must apply separately for children" but in other published HO document, it states that you can include them in your application.
Has anyone had a similar experience? Should we just add her to the dad's application and it'll be successful?

All applications are individual - the dependent concept doesn't exist for citizenship.
However, when using the online application, at the end of dad's AN application form there is an option to add others to the application, in this case a "child under 18". The system will then adjust to the MN1 application form (registration for under 18s).

Children in this category will be considered at the Home Secretary’s discretion and will usually be registered only if both the parents are granted or already hold British citizenship, or if one parent holds British citizenship and the other is settled in the UK."
