Can i Apply for Dependent Visa for my Spouse and Kids before i travel to UK

I had received my UK Skilled Worker Visa , however i didn't travel to UK yet. Is it possible I can apply the Dependent Visa for my Family before travelling to UK. We want to travel together.

Also Do we need to pay the IHS fee for Kids under 10 year old?

I think you should arrive in the UK first, find accommodation, get utility bills, get payslips for 3 months as you need to submit it to prove that you earn much to support the cost of living for your dependents etc.
